Incorporating Comparative Perspectives in Public Affairs Teaching: Syllabi, Cases, Simulations and More

The Journal of Comparative Policy Analysis: Research and Practice (JCPA) is planning for a series of events to celebrate its 20th anniversary in 2018. One such event that will be a workshop held in conjunction with the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) annual conference in Atlanta, Georgia, on Wednesday, October 10, 2018. The workshop will also kick-off a new partnership agreement between NASPAA and the International Comparative Policy Analysis Forum (ICPA Forum) which will include a joint screening and recognition on an annual basis of the best comparative syllabus.

In the current political, social and economic environment, effective governance in the public and nonprofit sectors demands an awareness of how things are similar and different in other places, and
how to systematically apply a comparative perspective. If graduates of MPA and MPP programs are to be able to engage in this type of comparative analysis in their work, they must be introduced to key concepts and techniques during their studies. The workshop and the award seek to highlight comparative approaches to teaching and learning that are effective and engaging. In particular, we are interested in comparative approaches to teaching about the United Nations’ Sustainable Development Goals (SDGs) and strategies for advancing SDG 16, although this need not be the focus of the course or project.

Interested participants are asked to submit proposals based on success with existing courses or major assignments (simulations, experiential learning, cases, projects, etc.) or their ideas for new or substantially revised courses or major course assignments. Up to five proposals will be accepted for the workshop. At the workshop, participants will share their materials (syllabi, simulations, cases) and receive extensive feedback from the other participants and the workshop facilitators. Participants agree to serve as discussants on other submissions as part of the interactive workshop format. The submissions will also be reviewed by a committee consisting of representatives of both NASPAA and the ICPA Forum, and the winner will receive an award of $500 at the NASPAA conference. Winning syllabi will receive expedited review for consideration by the Journal of Comparative Policy Analysis in conformance with guidelines for the comparative syllabus section (see https://comparativepolicy.org/special-sections-jcpa/). Cases or simulations reviewed during the workshop may be suitable for Journal of Public Affairs Education (JPAE).

Registration information: The workshop includes refreshments during the workshop and a complimentary reception following. The workshop fee for all participants (presenters, discussants and other attendees), is $56 for students, $66 for faculty at institutions that are members in good standing of the ICPA Forum, and $76 for faculty from other institutions. The fee includes membership to the ICPA-Forum and all related benefits as well as a FREE annual subscription to the Journal of Comparative Policy Analysis.
